Community to Give Input on H St Liquor Licenses Tomorrow

Tuesday, October 18, from 7:00-8:45 pm at Sherwood Recreation Center (10th & G, NE) the ANC 6A Alcohol Beverage Licensing Committee (ABL) will hold the second in a series of three meetings designed to inform and get community feedback on the concept of a cap or moratorium on liquor licenses.  The discussion only applies to the portion of H Street, NE under ANC 6A’s jurisdiction, between 8th Street and the Starburst intersection at 15th.  This includes part of the corridor between 12th and 15th that has been designated by the H Street Overlay as an “arts and entertainment district”. 

The agenda for the evening is here.  It includes a recap of the first meeting where a panel was invited to address questions concerning the specific process, regulations, enforcement and outcomes from license moratoriums and caps.  The first meeting’s panel included the District’s Alcohol Beverage Regulation Administration Director Fred Moosally to explain how the process works, which other commercial districts have them and their current status.  Commissioner Norman Metzger from ANC 6B was invited to share their experience with this very same discussion when, last year, 6B voted not to invoke a cap or moratorium on Barracks Row.  Representing the 17th Street area in Dupont Circle, Commissioner Jack Jacobson (ANC 2B04) discussed the impacts of the East Dupont Circle Moratorium Zone.  If you missed the first meeting, you’ll be doing yourself a favor by making it to this meeting in time to hear the recap.  It isn’t rocket science, but it does have some ins and outs that are important to understand.  After the recap, the floor will be open for members of the community to offer brief comments related to the concept of a cap or moratorium (2-3 minutes max).

At the previous meeting, questions were asked regarding the number of existing liquor licenses on H Street.  The ABL committee has provided an unofficial spreadsheet from the Alcoholic Beverage Regulatory Administration on the number, type, and address of alcohol licenses in ANC6A.

    As might be guessed from my avatar, I’m one neighbor who is opposed to the cap. There are at least two major developments coming to this strip. The large Rappaport project to replace H Street Connection with residences is fairly well along in planning, while the Miller scions are coming up with concepts for the Advance Auto store and lot. Are we supposed to be cutting off their ability to attract restaurants and bars from these spaces?

    I look forward to hearing a single good reason to pursue a moratorium. (Note: “To avoid becoming Adams-Morgan” does not qualify.)

    Restaurants/bars are what’s driving the H Street revitalization. Limiting their growth limits H Street’s growth. ANC, get out of the market place. Do something useful like get us a dog park.
