You'd go there and see all the dogs congregated on the tiny parts of the park that didn't have it. I think there were some other issues with it too (it's difficult to maintain, and needs to be replenished frequently), so the city no longer considers it a viable option. My dog doesn't mind it (there's a really nice park in Mt. Vernon that we go to sometimes that has it) but apparently some pooches are more particular.
